Data Dashboard: Guidance Note

I. Purpose of the data dashboard

European DFIs have been sharing for many years their investment data with the EDFI Secretariat who then shares the information in the Comparative Analysis report released annually. Members consistently share that these reports provide a valuable reference to assess their institutions and support strategic decision-making, aggregating comparable information not available elsewhere.

The EDFI Data Dashboard will move the EDFI database to the next level, allowing for an interactive and customizable presentation of this information. The dashboard eases the usability of investment data, enabling DFIs to derive tailor-made, data-driven insights. Moreover, investment professionals from each institution can get an overview of which EDFI members are active in their geographical/sectorial focus area.

II. Overview on the data dashboard

The EDFI Data Dashboard consists of sections, ordered from more generic to specific information. The section marked EDFI at Glance provides a general overview of key figures. The Interactive Bubble Map allows users to explore in which countries EDFI members are active based on country-specific investments and limited to some extent by our disclosure policy (cf. section III). The Interactive Page allows users to tailor data requests using a variety of filter options and display the information as time series. The section marked DFI provides member-specific information. There are two annexes, showing average portfolio sizes and top 10 countries per region.

III. Key functionalities of the data dashboard

Tailor-made data-insights: Especially the tab “Interactive Page” allows users to build graphs based on their interest. Users can select the variables of the y-axis (e.g. portfolio or new investments, or specific instruments), and x-axis (e.g. DFIs, regions, sectors, etc.). There are also several filter options. By clicking on the bar chart, the time-series chart below will adjust accordingly.

Drill-through: In some instances, users can drill-through via a right-click on a data point on which they would like to get more information (e.g. looking at sub-sectors of a sector, or at countries in each region). A related option Power BI offers is to exclude or include data points (via a right-click) which allows users to narrow down a focus area.

Different data presentations: The dashboard offers different ways to look at data: 1) visuals, such as maps, bar or pie charts, and 2) tables. For tabs that allow filtering, users have the option to choose between “show table” or “show graph”. The table there also displays the applied filters. Otherwise, one can get to the table with a right-click on the visual, selecting “Show as table”. This is a Power-BI-generated table that does not show the filters applied to it.

Download of aggregated data: Click on the three dots on the top right of each chart/table and select “Export Data”. The excel file also outlines the filters applied to the selection of aggregated data.

IV. Disclaimer on data comparability and confidentiality

The investment data within the data dashboard is based on a common methodology and joint definitions (cf. section V), offering a solid basis for comparison across institutions. Since some EDFI members apply different definitions for the data that they publish on their websites, the numbers in the data dashboard might not always align with numbers on DFI individual websites.

In line with the EDFI disclosure policy, we can only show values above €10m and with at least four transactions. Investment activities that fall below this threshold are shown without values as “undisclosed”.

V. Definitions of key terms

Portfolio: comprises assets under management of a DFI on a given date (i.e. 31 December of the chosen year). It includes outstanding commitments, also those that are still undisbursed but legally binding. We exclude off-balance accounts that have been extended as blended or concessional finance.

New Investments: refer to the binding commitments made in the respective year. It comprises outstanding commitments, also those that are still undisbursed but legally binding. We exclude off-balance accounts that have been extended as blended or concessional finance.

Sector of final beneficiary: Via a look-through approach, investments in investment funds are allocated to the sector of their investees. Some €12.7 billion of fund investments, a quarter of total portfolio value, were distributed in 2022 to their sectors of final beneficiary.

Impact themes:

  • Climate finance: An investment has been classified as climate finance if it aligns with the 2015 MDB/IDFC Common Principles for Climate Mitigation Finance Tracking definition or with the MDB / IDFC Common Principles for Climate Change Adaptation Finance Tracking.
  • Gender finance: An investment is classified as gender finance if it meets the eligibility criteria of the 2X Challenge. More information can be found on the website of 2X Global.
  • SME support: These investments have been classified as supporting SMEs according to the definitions of the respective DFI. For more information, please visit their websites.
  • Digital-related: Investments appearing under this tag actively contribute to digitalization. DFIs can apply their own definition. Suitable projects would generally include support for i) digital services, ii) digital infrastructure, or iii) digitalization of companies.
  • Please note: EDFI started collecting data on digital investments only from 2021 onwards. This is why no digital investments prior to 2021 are displayed in the dashboard although digital investments have already taken place. Not all DFIs are yet able to systematically report on digital-related investments.
  • Health-related: Tagged investments actively contribute to the availability of health services and products, e.g. by supporting access to energy for hospitals, financing vaccine manufacturing or health facilities.
  • Please note: EDFI started collecting data on health only from 2021 onwards. This is why no health investments prior to 2021 are displayed in the dashboard though health investments have already taken place. Not all DFIs are yet able to systematically report on health-related investments.
  • Local currency financing (LCF): An investment is classified as local currency financing if it is made in a currency other than hard currency like EUR or USD.

Fragile states: Countries of investments are defined as fragile according to the World Bank Classification of Fragile and Conflict-affected Situations for the respective year.

Regional allocation: The list below represents the geographical allocation of countries worldwide into the regional categories used by EDFI. This does not imply that EDFI members have made investments in the countries listed here, as many are not countries of operation due to their high-income status. In the data dashboard, visitors can drill through the regions to see which countries the regional investments flow to.

VI. Technical comments

Depending on screen resolution, it might occur that not all labels of e.g. pie charts are shown. In these instances, users can try to connect to an external monitor (if possible). Otherwise, they could sort the axis from ascending to descending, which helps data labels appear.
