Five areas to better mobilise capital to EMDEs

EDFI, IIGCC release 24 March workshop summary paper: Highlights key takeaways and priorities voiced by stakeholders.

BRUSSELS, 5 June 2025 – EDFI and Institutional Investors Group on Climate Change (IIGCC) announced today the release of a new paper ‘Bridging the Investment Gap–Institutional Investor Capital and EMDEs’ published by IIGCC, based on our joint workshop on 24 March 2025.

The workshop brought together Institutional Investors Group on Climate Change (IIGCC) members, Development Finance Institutions (DFIs), and Multilateral Development Banks (MDBs) to identify solutions for more effective collaboration aimed at unlocking capital for emerging markets and developing economies.

The paper highlights key takeaways and priorities voiced by stakeholders during discussions. Participants also discussed solutions that would enable greater collaboration and mobilise capital to EMDEs. These opportunities largely fell into five categories:

  • Enhance investment opportunities to better address institutional investor constraints
  • Increase understanding of respective decision-making processes
  • Harmonise data and reporting approaches
  • Consider behavioural barriers, such as perceived vs real sense of risk
  • Engage key actors
